Public Consultation

The Clean Water Act and its regulations require that affected property owners, the general public, municipalities, First Nations and others have the opportunity to comment on the Assessment Reports and Source Protection Plans. The documents were made available during the consulation periods in a number of ways:

    • Ganaraska Region Conservation Authority
    • Kawartha Conservation
    • Lower Trent Conservation

  • Digital Copies (DVD) – available at conservation authority and municipal offices.

The public were advised of the following public consultation opportunities through newspaper ads, distribution of notice/correspondence to landowners, press releases and website.

Public Consultation On The Assessment Reports (2009 to 2014)

  1. Pre-Consultation on Technical Findings
    Nine Open Houses were held in conjunction with Source Protection Committee meetings between September 15 and December 17, 2009.

  2. Consultation on Draft Proposed Assessment Reports
    The Source Protection Committee prepared the Draft Proposed Assessment Reports and made them available for a 37 day comment period which ended July 9, 2010. Six public meetings were held during that time period in various communities throughout the Source Protection Region (Baltimore, Norland, Havelock, Peterborough, Blackstock, Stirling).

  3. Consultation on the Proposed Assessment Reports
    A second 30-day comment period ending on October 10, 2010 was conducted on the Proposed Assessment Reports.

  4. Consultation on the revised Assessment Reports
    During the preparation of the Proposed Assessment Reports in 2010, tight deadlines required that some work be deferred until 2011. The remaining technical studies were completed early in 2011 and the documents were amended and made available for public review and comment from May 4 to June 3, 2011. Based on comments received by the Province and others, the Trent and Ganaraska Amended Proposed Assessment Report were updated and submitted to the Ministry of the Environment for approval on June 28, 2011. They were approved October 6, 2011.

  5. Consultation on the Draft Updated Ganaraska Assessment Report
    The Source Protection Committee, through input provided by stakeholders, identified additional scenarios which could pose a risk to drinking water systems with intakes in Lake Ontario. A modeling exercise was completed in 2013 to determine if these scenarios posed a significant threat to drinking water: disinfection failures at local wastewater treatment plants, and fuel spills from tanks at local marinas. The methods and results of this exercise are provided in the Draft Updated Ganaraska Assessment Report. Municipalities and the public were invited to submit written comments regarding the update during the comment period November 18 - December 20, 2013.

  6. Consultation on the Draft Updated Trent Assessment Report
    In 2012, the Township of Otonabee-South Monaghan constructed a new municipal well at the end of Keene Drive. This well will be the primary well for the Keene Heights Drinking Water System, with the existing well being used as a backup. A modeling exercise was completed in 2013 to determine the vulnerable areas around this new well. The methods and results of this exercise are provided in the Draft Updated Trent Assessment Report. Municipalities and the public were invited to submit written comments regarding the update during the comment period January 13 - February 14, 2014.

Public Consultation On The Source Protection Plans (2011-2014)

  1. Municipal Engagment
    Five municipal working groups, representing each of the five source protection authorities within the Trent Conservation Coalition Source Protection Region met throughout 2011 and early 2012 to review and provide input on policy concepts and draft source protection policies. Three municipal forums were held in Peterborough (December 2, 2010; June 8, 2011; September 20, 2011) for elected municipal officials and staff to receive updates on the source protection planning process, provide input on preliminary policy concepts, and discuss implementation issues.

  2. Notice of Plan Preparation
    All stakeholders, including all landowners identified as having significant drinking water threats on their property, were sent notification in May 2011 that the Trent Conservation Coalition Source Protection Committee had begun the preparation of their source protection plans. Through this notification, these property owners and stakeholders were invited to participate in the planning process.

  3. Pre-consultation
    The Source Protection Committee consulted on the draft source protection policies with the parties that were identified as being responsible for their implementation including municipalities, government agencies, conservation authorities/source protection authorities, and several industry associations. This consultation took place between September 2, 2011 and January 20, 2012. The correspondence provided to implementers included the draft wording of the proposed source protection policies, rationale for the policies, and an invitation to provide written feedback. To allow parties responsible for implementation with the opportunity to ask questions and seek clarification on the content of the draft source protection policies, meetings were held throughout this consultation period.

  4. Consultation on Draft Proposed Trent Source Protection Plan
    The Source Protection Committee consulted on the Draft Proposed Trent & Ganaraska Source Protection Plans for a 37-day comment period between March 19 and April 23, 2012. Six public meetings were held in communities throughout the source protection region (Baltimore, Minden, Lindsay, Havelock, Peterborough, and Codrington). The notification of consultation on the Draft Proposed Trent Source Protection Plan included written correspondence to 959 significant drinking water threat property owners inviting participation in the process. In conjunction with the notification to landowners with significant drinking water threats,the Source Protection Committee chose to also advise property owners with the potential to have significant drinking water threats in the future that the plan was available for consultation. Approximately 8500 landowners received hand delivered written correspondence from the Trent Conservation Coalition Source Protection Committee prior to the public meetings held during the 37-day consultation period.

  5. Consultation on Proposed Source Protection Plan
    The Source Protection Committee considered feedback on the Draft Proposed Trent Source Protection Plan as a result of written comments received, and made changes to the document where warranted. The Proposed Trent Source Protection Plan was available to the public and implementing bodies for a 31-day consultation period which ran from June 27 through July 27, 2012. All written comments received by the source protection authorities during this consultation period were submitted with the Proposed Trent Source Protection Plan on August 17, 2012 to the Minister of the Environment for consideration and approval.

  6. Consultation on Revised Proposed Source Protection Plans
    After receiving comments from the Ministry of the Environment in 2013, the proposed policies underwent a review by Staff, the Source Protection Committee, and Municipal Working Groups before revisions were prepared for public consultation. Municipalities and the public were invited to submit written comments regarding the revisions during the comment period, which ran from January 13 to February 14, 2014. All written comments received by the Source Protection Committee during this consultation period were submitted with the revised version of the Proposed Trent & Ganaraska Source Protection Plans on April 4, 2014 to the Minister of the Environment for consideration and approval.

  1. Copies of Proposed Amendments for Municipalities

    Under the Clean Water Act 2006 section 34(2), copies of the proposed amendments were made to the municipal clerk of each municipality within Kawartha Haliburton Source Protection Authority via email and posting on the http://trentsourceprotection.on.ca webpage. The proposed amendments included:

  2. Resolutions of Municipal Councils

    Under the Clean Water Act 2006 section 34(3), TCC published the proposed amendments in accordance with O.Reg 287/07 s.50, together with information on how copies of the amendments may be obtained by members of the public, and an invitation to submit written comments on the amendments to the source protection authority within the 35 day consultation period.

    Amendments were posted on the http://trentsourceprotection.on.ca webpage and copies of the Amended Trent Assessment Report and Trent Source Protection Plan could be obtained during regular office hours at the following locations:

  3. Public Meeting

    A public meeting was held Tuesday, March 1st, 2016 from 2:00 pm - 5:30 pm at the Goodwood Community Centre (268 Highway 47, Goodwood, ON). A notice of the public meeting was printed in the Scugog standard.
